Tootsie Pop wrappers....?

i seem to remember there being something special about gettng one of the wrappers with a little boy dressed as an Indian with a star next to him. you were supposed to collect so many of those for something. does anyone remember what it is and if they still do that??? or how to contact the Tootsie co.??
