How can I get on Camp Pendletons Base housing waiting list ASAP?

My husband is stationed in Iwakuni Japan right now. However he has recieved his orders to report to Camp Pendleton November 21rst 2010, as his next duty station. He and I have a son.. and we are currently living in the states with my parents until he is stateside. My question is about CP Base housing and there waiting list? How can we get on the waiting list ahead of time? What happens if he reports to CP on his report date, but they dont have any housese available, where would we stay at while were on the waiting list? His rank is E4, with 2 dependents. Myself and Our son. All answers are helpfull. Is there away I can get us on the waiting list before he gets here?
